MCACA Budget Hearing
Chaired by Representative Fred Durhal, the House General Government Appropriations Subcommittee will discuss the FY 2011 budget for the Michigan Council for Arts and Cultural Affairs on Tuesday, March 2nd at 10:30am in room 326 of the House Office Building. As always, ArtServe will be in attendance to provide testimony to the subcommittee in support of the MCACA grant budget.
As you know, the Governor recommended a budget for the Council of just over $2.3 million. While this appears to be a $100,000 increase from the current year budget, it is yet another decrease due to a shift in administration costs and the inclusion of funds that will not be realized from both an over appropriation of federal funds through the National Endowment for the Arts and the MCACA tax check off. At the end of the day, under the Governor's budget, the Council's grant budget would be around $1.8 million.
While I encourage you to attend Tuesday's hearing, I will warn those wishing to testify that time will be greatly limited given the fact that the MCACA budget is a small portion of the hearing. Trust that ArtServe will follow up with a message detailing the testimony given and provide next steps that will require your help in ensuring legislative support for the Council.
ArtServe Sponsors Great Debates
As we continue to develop our strategy for the coming election season, ArtServe has signed on to cosponsor the Center for Michigan's Great Debates. We are one of 19 leading trade organizations in support of this initiative designed to provide Michigan citizens with an in-depth, issues-oriented look at the candidates for governor and leading legislative seats.
The Great Debates will consist of 3 one-hour gubernatorial debates (one in each major party, one with final candidates), 50 thirty-minute legislative debates in key races, and several multi-candidate forums. The timeframe is July through November and debates will be broadcast on public television and distributed in video format for online distribution.
In addition to garnering statewide exposure for the importance of arts, culture and arts education, our partnership provides the opportunity to include a page in a Candidate Issue Guide to describe key issues for candidates to consider, and three questions to pose to candidates in the general areas of economic growth, talent and education, and efficient/effective/accountable government.

ArtServe to Contribute to National Arts Advocacy Blog
Mike Latvis, ArtServe's Director of Public Policy, is taking part in a new online national project about the future of the arts. More than 20 national arts service organizations and peer groups have gathered to craft short papers envisioning the future of their disciplines or fields. These Green Papers address their vision of tomorrow, the obstacles to reaching that vision and strategies to overcome them. The ultimate goal is to find common strategies across all art disciplines and peer groups that will secure a future for the arts in America. Nearly 25 Green Papers have been collected by Americans for the Arts and are hosted on ARTSblog. I encourage you to provide your insight by reading the Green Paper(s) of interest, follow the related online discussions, and provide your comments and suggestions throughout 2010.
Each service organization and peer group has an ambassador leading the discussion of their Green Paper and Mike has been selected as the ambassador for The Future of the Public Voice in Arts Advocacy.
